This process aims to identify and hire two (2) Project Support Associates (Full Technical Assistance – Public Policy Management), within the scope of the UNOPS/24330 Technical Cooperation Project “Strengthening infrastructure management in education for traditional peoples in Brazil”, supporting the achievement of Result 1, focusing on technical assistance for the programmed actions.

This vacancy is part of an affirmative action program. One of the positions will be exclusively reserved for people who identify as Black, Indigenous, Quilombola, disabled, or transgender. Supporting documents may be requested throughout the selection process.

For projects with national implementation, the consultant will review a Work Plan for deliverables with planned deliverables and deadlines. Once the FNDE (National Fund for the Development of Education) approves the deliverable(s), the payment process to the contractor will begin. About the Country/Multi-Country Office

Based in Brazil, the UNOPS Southern Cone Multi-Country Office (SCMCO) also oversees operations in Argentina, Paraguay, and Uruguay, supporting national priorities and development goals across the subregion. In Argentina, UNOPS strengthens public institutions by providing technical assistance in planning, procurement, and oversight of infrastructure projects—particularly in public buildings—and building capacity in public procurement, with a focus on technological innovation. About the Project Office

The Fundo Nacional de Desenvolvimento da Educação (FNDE) is a federal agency responsible for implementing the educational policies of the Ministry of Education (MEC). FNDE’s purpose is to provide technical and financial assistance and execute actions that contribute to improving public basic education, with a view to universalizing school attendance and improving the quality of teaching, as well as sharing knowledge that supports the execution of actions, projects and programs. Among these programs, FNDE operationalizes the Plano de Ações Articuladas (PAR), a technical and financial assistance strategy initiated by the Plano de Metas Compromisso Todos pela Educação, established by Decree nº 6,094, of April 24, 2007, based on the Plano de Desenvolvimento da Educação (PDE), which consists of offering federated entities an instrument for diagnosing and planning educational policy, designed to structure and manage goals defined strategically, contributing to the construction of a national education system. In this context, PAR presents indicators defined from the local diagnosis and planning, for four dimensions:

educational management;

training of teachers, service professionals and school support;

pedagogical and evaluation practices, and

physical infrastructure and pedagogical resources.

In dimension 4, the construction of works stands out, which are classified into stages, modalities and developments. For the Elementary and High School stages, we have the modalities of Indigenous School Education (with urban and rural developments) and Quilombola School Education (also with urban and rural developments).

It is verified that numerous indigenous and quilombola works are paralyzed or unfinished. In this sense, FNDE identified the following priority bottlenecks that need to be overcome to reverse the trajectory of these works and provide the necessary infrastructure to achieve the goals of the PPA and PNE and offer quality education for indigenous and quilombola communities and for the population in general:

Strengthen the process management of PAR, which has led to the celebration of adjustments with a high risk of resulting in paralyzed or unfinished works;

Strengthen the technical and operational capacity of State and Municipal teams to manage the works;

Strengthen FNDE’s operational capacity to monitor and support the technical teams of States and Municipalities.

In this context, FNDE requested technical assistance from UNOPS to improve the management of the Plano de Ações Articuladas (PAR), strengthen the technical assistance provided to federated entities and finalize unfinished works for indigenous and quilombola communities. The expected situation at the end of the project is:

Diagnosis of PAR processes, risk assessment mechanism and strategic roadmap for negotiation, allowing for quick and higher quality negotiation of new agreements with federated entities.

Improved model of technical assistance and agreements that were at risk served, allowing for better assistance to federated entities and a reduction in the number of new paralyzed works.

120 schools completed for indigenous and quilombola communities, with the internalization by FNDE of the methodology and instruments necessary for the planning, monitoring, execution and ex post evaluation of future works.

Result 1 of this cooperation agreement refers to strengthened institutional capacity, including:

As our SDR you’ll be playing a crucial role of breaking into new accounts and fostering relationships with multiple contacts within all levels of all of our target customer segments. You understand the impact that you’ll create to the bottom line, playing one of the most vital roles in the company. The day-to-day role includes collaboration with the wider sales team, market research to identify new potential customers and leads, and qualification of these leads by learning about their approach to onboarding.

 

Responsibilities

  • Generate new business opportunities through outbound prospecting, including email, phone, and social media outreach
  • Identify and qualify prospective clients by understanding their needs and challenges
  • Schedule product demonstrations for qualified prospects with Account Executives
  • Collaborate with the sales and marketing teams to improve lead generation strategies
  • Consistently achieve monthly and quarterly targets for qualified meetings and pipeline generation
  • Maintain accurate and up-to-date records in our CRM system
  • Participate in regular sales training and professional development opportunities

 

Qualifications

  • 2 years of experience in a sales development or similar outbound commercial role
  • Exceptional communication and interpersonal skills
  • Ability to work in a fast-paced, dynamic, and remote team environment

  • Ability to work autonomously and self source solutions
  • Proven track record of achieving and exceeding targets in a quota-carrying role
